Experience Across Disciplines. A Shared Commitment to Prevention.
APEX Threat Management Solutions brings together complementary professional perspectives in organizational leadership, behavioral threat assessment and management, public safety, security, emergency management, human resources, and organizational development.
Our leadership experience spans both the prevention and response sides of organizational risk. That perspective shapes a practical approach focused on helping organizations recognize concerns, make informed decisions, strengthen preparedness, and build sustainable prevention capability.
Toni Emmanuele brings more than a decade of experience in emergency management, preparedness, organizational resilience, and multidisciplinary coordination.
Her professional experience includes emergency planning across prevention, mitigation, preparedness, response, and recovery; risk assessment; organizational preparedness; training and exercises; and coordination among public agencies, private organizations, and community partners.
Toni’s work is grounded in the understanding that organizational resilience depends not only on plans, but on the ability of people, systems, and leadership to work together before, during, and after critical events. Her experience in emergency management brings a systems-level perspective to APEX’s broader approach to organizational violence prevention.
Toni holds a Bachelor of Arts in Political Science and previously earned the Certified Emergency Manager (CEM) credential. Her professional development includes extensive emergency management education and training, including FEMA training in Threat and Hazard Identification and Risk Assessment and related preparedness disciplines.
At APEX, Toni applies this experience to help organizations strengthen preparedness, resilience, multidisciplinary coordination, and the organizational systems necessary to prevent harm and respond effectively when critical situations occur.

Eric Emmanuele brings nearly four decades of experience across law enforcement, investigations, safety and security leadership, emergency management, behavioral threat assessment and management, and organizational violence prevention.
His career has included extensive investigative and leadership experience, multidisciplinary safety and security operations, threat assessment, development of behavioral threat assessment and management programs, workplace violence prevention, and organizational risk management. This experience has shaped a practical approach to recognizing concerning behavior, gathering and evaluating information, assessing risk, coordinating across disciplines, and developing interventions intended to reduce the potential for harm.
Eric’s professional perspective is further informed by master’s degrees in Organization Development and Forensic Psychology, with a focus on threat assessment and management. Together, these disciplines connect the behavioral science aspects of threat assessment with leadership, organizational systems, communication, culture, and change. His investigative background also brings a disciplined approach to evidence, fact-finding, analysis, and decision-making.
At APEX, Eric applies this multidisciplinary experience to help organizations strengthen the leadership, systems, coordination, and professional capabilities necessary to recognize concerning behavior, manage risk, and prevent violence.
APEX leadership remains actively engaged with the professional community through education, collaboration, and the exchange of evidence-informed practices.
At the 34th Annual Association of Threat Assessment Professionals Conference, Eric Emmanuele co-presented “When Former Employees Won’t Let Go: Psychology-Informed Threat Management for Ongoing Concerns in Public Venues” with Dr. Monique Mendoza. The presentation examined the challenges organizations may face when concerning behavior involving former employees continues over time and the value of multidisciplinary approaches to assessment and management.

APEX’s leadership perspective is shaped by experience across the prevention and preparedness continuum and by work in environments where decisions have real consequences for people and organizations.
That experience reinforces a central principle behind APEX: effective violence prevention requires more than individual expertise. It requires organizations capable of bringing together the right people, information, professional perspectives, and resources when concerns arise.
